if i am building a community lot how do i hire workers for behind the cash register/waiters and waitresses/bartenders/chefs?
After your Sims buy the lot (Phone > Real Estate > Purchase Community Lot), then you cna hire employees at your discretion (Phone > Business > Hire Employees...)
